  1. Combine broth and spices in a large bowl and set aside.
  2. Heat oil in large pot over medium-low heat. Add garlic and onion and stir until fragrant, but do not brown.
  3. Add potatoes and carrots and toss for about 5-7 minutes. Add broth and bring to a light boil.
  4. When vegetables are fork-tender, add beans and kale and continue cooking for another 5 minutes. Remove from heat.
  5. In medium saucepan over medium-low heat, melt butter. Add flour and whisk for two minutes. Begin slowly ladling about 3-4 cups of broth from soup into butter and flour mixture (roux) and continue whisking until the texture resembles a thick soup. Whisk this mixture gradually back into the vegetables and broth.
  6. Add pepper and serve.
